They're just giving them away
After they were no longer available for retail purchase, there was a cellphone promotion in Japan for which a final 10 plush were given out.
They were a raffle prize for people who signed up for new cellphone service in 2006 during Golden Week. There has been no commercial offering of Tyranitar plush since this time.

It's all in the eyes
The eyes on Japanese sold Tyranitars are correct
while ones sold in the US are backwards. The photo on the left shows the difference between the Japanese version (left) and American version (right). The eyes on mine were fixed by a phenomenal plush artist ^.^

Tag you're it
Tyranitar came with a cardboard hang tag that was worn around the neck. It hangs from a green thread attached on his back. There is also a small tush tag on the inside of his left leg. The hang tag shown on mine is a replica made by my husband.

These are pictures of my own Tyranitar taken on or after Feb 26th, 2013.

There were several 'Giant' Tomy plush produced starting in 2001 that are of a similar scarcity. They include Snorlax, Lapras, Lugia, Raikou, Entei, Suicune, Latios, and Latias. Later, Tomy/Heartland would continue the line with Deoxys, Lucario, Dialga, Palkia, and Giratina.
